A grievance filed by my father on September 27, 1973 was held in arbitration until after his retirement. The arbitrator nonchalantly noted that Mr. Payne, he had heard, was retried now. This was the reason that my father received no pay for the heavy duty route he was assigned for the next four years. Although this was a devastating part of the grievance to him he was able to bring to light the evaluation of several parts of this route, one being that there were miles of retrace for which the carrier was not paid. After this determination was made the National Rural Carriers Association changed the National Bylaws to allow all heavy duty routes that had retrace to be paid mileage for that retrace. Something that had not been done before my father's grievance. I am putting only the first ten pages online now and will put the other ten later.
